Well there's two versions. That's the updated Indian version, and then there's the ORIGINAL indian version. I'm not familar with that one, but you can look up Kaliyon Ka Chaman on youtube and find it easily :D.

I think the song is meant to be taken as another medium of the fear for the movie Disturbia. In the movie, the character is overtaken by paranoia to the point that he is experiencing mental anguish over it;

Throw on your brake lights while you can to escape this "city of wonder", a large place of amazement, amazement of how dark it can be.
Giving in to the paranoia is a dangerous choice, as shwon in the movie.

It might refer to the overall creepiness of the song, yet it still being an infectious beat.
The song is sort of mocking the listener, they try to resist the song because it's creepy but they still dance to it.
That's how I feel about it anyway lol!
