i agree that there's a political side to this song.

"There was many old shacks a-growing older,
And we saw the broken bottles laying on the grass."

i think he's talking about the socioeconomic state of much of west virginia. considering the song was written in the 60s when all of appalachia was experiencing a profound depression, i'd say that's what he's referring to.

"And the rocks they were staring cold and jagged.
Where explosions of the powder had torn away the side..."

and here, i believe he's referring to the method of strip mining in west virginia. before the mining companies began replanting and recultivating the earth, many mountainsides were barren and blown wide open from strip mining. it's a very ugly process that used to level entire mountainsides.
