I don't think they stole the name from cats in the cradle. Bats in the Belfry is just an old term. It's possible that they did, but I don't think so.

BonzoForlyfe is almost right. I think Chetro wrote this song about himself. It's basically about a person( maybe chetro), who sees through the material needs of society and people think that he's crazy for it. Bats in the belfry is a phrase meaning crazy, and the lines " we are now so hungry" and " we all see what we want" is society thinking they need everything. "I'm in the kitchen boiling society" means that he is speaking his mind about society's needy characteristics, and " I'm in the open catching all the leaves" is him catching hell for what he thinks.
