I think there are some good interpretations on here..

If I could add my thoughts on the line after which the album is named..
You get the sense that the song is sung from an elderly, maybe even a cranky old man..

Lippy kids on the corner again
Settling like crows

Gives me the visual of an old man shut up in his dark house alone with his newspaper who is interrupted by some loud kids on the corner.
But then he remembers his own youth.

Do they know those days are golden?
Build a rocket boys
Build a rocket boys!

This evokes powerful emotion. He is asking the boys if they really realize the golden age they are living.. aka their youth. The exlamation 'build a rocket boys' is an exclamation to really live while you're young and live it to the fullest.

I've always thought of this song as him breaking up with a good girl, and him beating himself up over it because he is a bad boy for breaking her heart and not missing her. He probably is using drugs to cover the sorrow and 'leave this world for awhile'

From the first time hearing this song, I look at it this way:

He hangs off of every little thing the girl he wants says; whether she actually likes him or not. Its referenced to the old mythological creature the siren, who sings a beautiful song to lure the seamen in, but then kills them or traps them or something like that.

So regardless of Mr. Beam's original vision, I always saw it this way:
Jezebel is a beautiful woman who is used. The dogs are men who only want her for her body, but in the end devour her. She may have played along with it though: (Her blouse on the ground where the dogs were hungry, roaming)

when they speak, they are really lying to her, telling her they love her but its not the truth.

From the perspective of the singer, he really loved her but never got to say so. I always felt that the song implied that she was gone and not dead.
