Oh, and I forgot to mention:

The line in the chorus "Is it still raining everywhere you are?" could be him asking if she's happy wherever she is (Heaven, Hell, six feet under, wherever)

In a bleaker sense, this song could be about a girl he know, or loved, who was really depressed. Because of her depression there was always a dark cloud looming over her head (constant raincloud = raining everywhere she went). The reference to whiskey could be portraying her own self-medication techniques (drinking). And maybe he says he felt like he would drown because he feels a little overwhelmed trying to help her with her problems. Then maybe one day she commits suicide, which could explain how she was just suddenly gone, and he doesn't have to help her anymore but he feels like he should've done more which would explain how he felt like he could die. Now, naturally, she's always on his mind.

Then again it could be something else, lol.
