It could be about a raindrop that's in love with an earthly thing or place, maybe an actual boy. He seems to love the rain too, but she can't choose when to arrive, can't hold onto him, even if she wants to "he's sliding gently off her hand," then she has to begin her walk back as soon as she lands, back to the sky, and go all the way around the world before getting back. The turmoil of spring is the changing weather, white wine could be the heavy sheets of rain that blocks out all visibility, then it's over like none of it was real. Rain fits the song, to me. It's a romantic thought, anyway.

It seems to me, a combination of what everyone here seems to be speculating. I think:
The first verse he's singing to the audience, the earthlings, the fans.. (which would include his mother)
The second verse he's singing to God/higher being/the Magnificent
And everything else throughout the song ties together the two verses and the entities being addressed.

"Justified 'til we die you and i will magnify the Magnificent" - What other reason is there for us to live, than to enhance whatever is magnificent in one's life. Could be a god, could be the arts/aesthetics, may be science or service to save lives, could be compassion between people, could be a form of praise...

Whatever is magnificent to you, CONTRIBUTE, make it bigger and better!

That always seems to be U2's message.
The goal is elevation. Love this band, love this music.

First listen, I thought it was a love song. If you ignore the male lyrics, it is a love song. Then taking a look at the lyrics and a close listen, I was shocked that it is really quite sad of a song.
Try listening to it with this in mind:
She is singing to a new love.
Her ex is singing to her.

Here's my thinking.
The intro is excessively long on purpose. It illustrates the time he spends looking at her from afar, watching, or just thinking about her. Very repetitive "thoughts" going through time, expressed through repeated music. Slight variations as it goes on, but always the same underneath. It seems like time passing with the two apart.
The lyrics themselves could be his thoughts when he is around her. These are not things you say aloud to someone you want to keep around. I find it especially important that the words are intermittent between long, long periods of "thoughts" or in this case again, the music.
More than half the time you spend listening, all you will be hearing is exactly what the narrator hears. The thoughts in his own head.

I like it because this is great artistry and super expressive. It may not be their biggest hit, or the greatest song ever composed, but it is a masterpiece aesthetically.
