Another great King Crimson song! I agree with deathsdoor99 - it does sound like a hybrid of those two songs. This song carries with it the same Old English usage and Middle Ages setting as "The Court of the Crimson King."
I believe this song is about figures of authority's monopoly on truth, and how they may become convinced of worldly experience they don't actually have (one women cries at a theater, another during a bad dream). The obvious sarcasm of these lyrics imply that this imagined empathy is no substitute for allowing the oppressed to speak out.

My interpretation is that this song is about the uncertainties involved with navigating through an utterly twisted and confusing world. The chorus represents this idea very clearly:
"As a crawl the cracked and broken path. If we make it, we can all sit back and laugh, but I fear tomorrow we'll be crying."
The first verse is a beautifully rendered description of how screwed up our world is.
"The wall on which the prophets wrote is cracking at the seams" - we are not living up to our ideals
"Upon the instruments of death, the sunlight brightly gleams." - No one is making an attempt to hide these instruments of death, or weapons of mass destruction, since the sunlight is brightly gleaming upon them.
The second verse touches upon the cause of this violent world.
"[the seeds of time were] watered by the deeds of those who KNOW and who are known."
Those who are known indicates popularity.
If you listen to the tone of the singer when he sings "know," it sounds like he's being sarcastic. Political contests are generally popularity contests (even more so today than when this song was written), and I believe what Sinfield is implying here is that the most popular isn't always the best, and that our "seeds of time" have been "watered by" inferior leaders. Quite a fabulous song - it's almost as though the music without lyrics could tell the same story!
