I know this may even contradict the actual intention of the author's message, but this is how I like to think about the song meaning:

It's not about Africa at all, not in the real sense of the word. It's about a reunion between a man and a woman, and the opportunity of a lifetime for a second chance for them as a couple.

It's about a man waiting for a girl to see after a long, long time arriving on a plane (not necessarily from Africa), maybe they weren't even close when they last saw each other but he obviously regrets they weren't.

He hears the echo of the drums - he is restless. She hears silent whispers - people talking in the plane. She doesn't have something on her mind. And is not looking forward in seeing the man. maybe she doesn't even know he's waiting for her.

"I bless the rains down in Africa" simply means the man taking the rare opportunity (rain in Africa - associated with desert, Sahara) in admitting his feelings for her and do the things they never did.

The rest just falls as a clear metaphor for what's above.

the only thing bowie is worshiping in this song, to my understanding and interpretation, is a person (maybe an illusion) that doesn't let herself/himself to be reached in any way. he describes the condition of the pragmatic inhibited man getting as close to love as "i would give you all my love" but "nothing else is free". leaving this strange sentiment unexpressed and with a label.
