I don't think he shot a thief... I think he shot a man who caught HIM stealing on his watch. I just believe this because it says "When they caught him liftin' 40s/He shot a boy last May." The 'boy' in my mind is the one who caught him stealing. The 'Golden Boy' shot him, and then covered up both the stealing and the murder by saying that HE was the thief. Thus killing two birds with one stone.

Now a more probable version could be that this song is the second part in a trilogy of lover's tales. The first, Lying is the Most Fun a Girl Can Have Without Taking Her Clothes Off, tells a story from the narrative of a young lover whose girlfriend has cheated on him with someone else. He tells her that he is the best thing that happened to her, and that she made a mistake.

In this song, also in the boy's narrative, we have the two lovers back together, though it is a somewhat empty and devoid of trust relationship. As such, the boy is the one who cheats this time(using the strip club as a somewhat blatant metaphor) but somehow their relationship survives, likely because of her previous mistake.

In the final part, I Write Sins Not Tragedies, the two are preparing to be wed, but the wife-to-be soon slips back into her old habits, and cheats.

This is what I take the song to mean, in no way am I implying this to be the correct interpretation, but I think it's about someone who's in a relationship with a very controlling or at least judgemental person.

She believes him to be visiting strip clubs and such when he's not with her, and the first verse depicts her imagination of where he is: in a strip club along with the other perverts(the strip-joint veteran).

The second verse is him simply telling her that 'he wouldn't be caught dead in this(the strip club) place'. IDK about the 'I may have faked it' line, but then that's why I don't take it to be the real meaning.

The refrain is him telling her exactly how controlling he thinks she is: "Oh, isn't this exactly where you'd like me, I'm exactly where you'd like me you know."
