I don't believe it was Paul saying goodbye to Art as much as foreshadowing the breakup of the group. It was released on their final album, Bridge Over Troubled Water. Msleamich, the song your thinking of is The Only Little Boy in New York. Paul wrote this song when Art when down to Mexico to shoot Catch 22.

The brass section completely makes this song for me. It still sounded awesome on the "Old Friends" tour DVD without the brass, but the original studio recording is just plain perfect. I always assumed it was about prostitution, but the the line "get your bag and flee" would suggest drugs. I'll try to clarify the question posed by starangel about the line "One step ahead of the shoeshine, two steps away from the county line". To be a shoeshine is considered the lowest form of work in America. The character in the song is one rung higher than the shoeshine boy. He works 2 steps away from the county line, or the sherrif's jurisdiction. Hope that clears stuff up. I just signed up on this website, it seems to attract a very intelligent audience.
