I like to think that this song is about Nikolaj II, the last tsar of Russia.

"I must go on standing
I'm not my own, it's not my choice"

When he became tsar, he was very unprepared, and througout his period, he really didn't know what he was doing and what was going on in Russia. He didn't really want to rule Russia.

"Be afraid of the lame, they'll inherit your legs
Be afraid of the old, they'll inherit your souls
Be afraid of the cold, they'll inherit your blood"

After a while he was very curious on who to trust, and what to do.

"Après moi le deluge, after me comes the flood"

And when he finally saw all the trouble he had got Russia in to, around the time he was executed, he knew what would happen after his time.

And the part of the Russian poem sounds like something Nikolaj could have written or read before he was executed.

I think this song is about a difficult relationship of some sort, where one of them feels let down and misunderstood, and maybe takes a break from the other person, while hoping that that he/she after a while will understand and know what to do. Hoping, hoping, hoping, knowing that the way back to a good relationship is hard. Reminds me of my relationship whit my ex, and my relationship with my father.
I love this song.
