I've thought it about the same way as you did. I thought that he wants naive people who don't understand the world to go away, and he's really frustrated, that's why the shouting "GO HOME!".
Some people just take the world like it is, without ever thinking is everything right or not.. While other fight for their rights and for better world.
The "cattle", who don't really think anything about anything are the worst, because they don't care about anything.

Very interesting comments from everyone. This song means lot to me, and I've always thought of it as a song of lost love.
The man wants to let go, but can't.
Like the lyrics go: "I carved your name across my eyelids. You pray for rain, I pray for blindness"

I think, it might be that girl cheated on him, and wants the rain to clean her from it. The man can't forgive her, even that he may want it deep inside him.

They broke up, and even when he starts dating new girls, he can't forget her: "The only thing that you keep changing
Is your name, my love keeps growing
Still the same, just like a cancer
And you won't give me a straight answer" The changing of names I think means that he could be dating some "Laura" and still be thinking of his ex. The "answer" would be why she did it, didn't she love him enough?

And finally when she gives him the answer, he brakes down;
"The pains of love, and they keep growing
In my heart there's flowers growing
On the grave of our old love
Since you gave me a straight answer"

But in the end, he still deeply loves her, even after what she did;
"You got to be the one
You got to be the way
Your name is the only word that I can say"

So I think, he forgave her, and they started over again. She was THE ONE for him, and he loved her from the bottom of his heart.

I think the song was part of a story of lovers. It has a starting and an ending. It's about betrayal, hurt, and pain of losing love. But it also was a beatiful story of strong love between 2 people :) And how they overcome their problems with their love for each other.
