I agree that it's about a guy that likes his friend. He must think highly of her too because guys don't usually like how girls drive - so when she "rights the wheel" (probably a metaphor for whenever she does anything girls don't typically do well, could even mean her taking charge and making the first move), he has confidence in her, and I'm sure he finds that really attractive so all that's left to fear are her "thighs", meaning the closest possible body part right before things get sexual - he's afraid to make a move because - the next line "a man makes a man a man, is that the way to kiss a friend", probably means that she's just like one of the guys, but she's clearly NOT a man. He cherishes that in a girl, so he's pretty scared to make a move because he doesn't want to risk losing that. Their kiss "under the stairs" is only visible to the "city skyline", who's obviously not going to tell anyone about it, so why should they care what happens for now? If something good comes of it, great, if not, they can pretend nothing happened and go back to how things were. The rest of the song with 2 word lines goes way above me.
