It seems obvious to me, it's about Forrest Gump! Let me explain though. As with all good songs, the lyrics are vague enough to be up to interpretation but here is my take.

I think it's about a girl who he was seeing but then moved off in search of a different life, but couldn't quite find what she was looking for, but deep inside she still loves him on some level, mostly for comfort, so she keeps returning and gets back with the songwriter for a short period of time, just to leave again, which keeps him in perpetual depression and heartbreak, because he is waiting on her.

Think about Jenny from Forrest Gump, or even the girl in "Self Esteem" by The Offspring. Same thing. Finally enough time has passed that the songwriter gets over her and is moving on because he has waited long enough....

Or has it? He made a decision, but doesn't like it. I think the "looking for a sign", "I never wanna die", "I'll never say goodbye" section is where he gets really confused. He is mad at himself for giving up and moving on. It seems like it's an easy decision, until he actually makes it. It makes him extremely upset, possibly even suicidal.

I see the paper mountains as a reference to many love letters written back and forth after she first moved off but then this cooled off and these feelings were wasted as they sat back and watched it happen.

Section 17 is a financial crimes group of laws, like interstate fraud, which would cover scams. Some African countries such as Nigeria and Zimbabwe, which is where they visited, are infamous for these types of crimes, this is were tons of internet scams are coming from even to this day. So, I think they were saying these kids were going to get an honest education instead of doing like everybody else and being an uneducated scammer for a living. I think this makes even more sense because Elias's kid was named "Honest". Elias wanted him to be different and to make something of himself instead of being a shame to his family, and they were on the right track, which is why Elias's wife was "so proud" and "so happy".

I saw this explanation awhile back on another site and it makes alot of sense to me, I'll paraphrase in my own words: Basically he was dating this girl and they were pretty serious, but then she gets a wild hair to move to somewhere like Central America and study and/or work, so they are breaking up. He is struggling with this decision, and is partially angry, hence the title "Good Riddance", but also realizes that all he can do is wish her well, let her go without animosity so he can look back on the memories they made together fondly instead of with sickening anger, and just say to himself "it was worth all the while", or in other words, it wasn't wasted time. But yes, it's a breakup song, and the author has mixed feelings about the situation, and this song is his resolution declaration. The first verse is explaining metaphorically that he is at a point in his life where him and the girl has to make some serious choices. The second verse/part is after the decision has been made and he's explaining to this girl that he has no hard feelings, that they should cherish the time they had together and remember it fondly, and that she should go and follow her dreams and "have the time of your life".

After much deliberation, I believe this song was written about a girl wanting to make it in showbusiness, the entertainment industry. I think the author had already had some experience in this area and may have already been popular, then started seeing a girl who was a naive nobody. She starts believing she can make it on her own based on some comments of some higher-ups in the business due to exposure from being around the author, so she ditches the author so she can head out to Hollywood, or something to that effect. Problem is, she doesn't know what she is talking about, she only has these dreams, and thinks it will be very easy to make it. The author knows better, hence the line "It's hard to get by just upon a smile", and this song is a warning to her, kind of like "it doesn't quite work that way, but hey, knock yourself out". The line "I hope you have alot of nice things to wear" was a way of saying "I hope you make it"... then the next line "But then a lot of nice things turn bad out there" is basically saying "but I've seen the ugly side of this industry, and I am highly concerned". He knows that naive young women with big dreams can easily be taken advantage of in Hollywood and similar places. He tries to sum this up by saying "You know I've seen a lot of what the world can do, And it's breakin' my heart in two, Because I never wanna see you a sad girl". He then repeats his idea that he's trying to warn her about people taking advantage of her, but if she still wants to go, then she's got his blessing and he's not going to fight it, and he'll be rooting for her to succeed... just be careful... in the lines "But if you wanna leave, take good care,
I hope you make a lot of nice friends out there,
But just remember there's a lot of bad and beware". I think the central theme to the song is that the author has been in the exact footsteps of this girl, trying to make it in showbusiness, and because of that he has seen the shady side, so he's warning her, but at the same time, he's done it himself, so he's letting her go without a fight due to not wanting to be hypocritical.
