As far as I know, the California line isn't anything abstarct or symbolic. Johnson had an aunt that lived in Port Chicago, California where he would visit. I think he's just saying he want to go back there bc he feels at home there. I don't think he ever meant to suggest Chicago, Illinois.

Robert Johnson allegedly sold his soul to the devil in exchange for the artistry of the guitar. He had a consistent fear of Satan coming to claim his eternal soul. fyi, Hot foot powder is some magical thing associated with Hoodoo. I'm not sure what tho exactly.
