I think that there are two ways to look at this song.

Depending on how you see Dogs, it will change your perception on how you view Sheep, and probably the whole album Animals.

The first way is the way that pretty much everyone looks at it, dogs are trying to survive. They have to be cutthroat in order to do this. Etc, etc.

The other way is the way I like to think of it. I do not claim it to be right, but I think that it best be considered.

My way about it, is that the dogs are the rebels. If you're seen soliciting with one, you're considered to be one. If you aren't one, you don't want to be seen as one. If you are one, someone's wants to do you in. This explains the "Better watch out" line from Sheep.

Think of the sheep as the general populace, and the dogs as the ones watching out for them. In Dogs, it's more-or-less the story of a dog and whoever he's trying to off. In real-world terms, it's the story of a freedom fighter and the person he's trying to kill.

In my mind, this fits in perfectly with the end of Sheep as well. The karate bit is where the sheep clue in that things are wrong and join the dogs (however breifly) in the revolt. They start out winning (Fell on his neck, etc) but soon find that it's hopeless. Those that once stood for them are gone, and opression still reigns.
