The song's about religion and government. Both of them contradict themselves constantly, both of them preach authority and conformity, and both of them want it all.

It's about terrorism. It's about terrorism, its hypocrisy, its stupidity, and how it is a generational chain, passed on from the ignorant elder to the powerless youth.

The name Rubicon is significant in that once a young terrorist is indoctrinated, there is no return, and there is no helping it - the rubicon has been crossed.

It means a soon-to-be expatriot saying goodbye to the one he loves, hoping she finds someone else.

He explains in the beginning that freedom means a lot to him just like Philadelphia, and that America is aging, and the world is changing and things will never be the same. That is why he must leave.

I think it not only speaks out against organized religion, but I think that the song has more than one meaning.

For example, I think the song could be sung from the perspective of a stray bullet; whereas the meaning of the song would then be that one single stray bullet could change the entire scope of the world, which it can.

This song is really deep; deeper than I thought. Every time I listen to it, I learn something more about the song. I think now it could be about the current track of our society leading to nuclear war. This is possible because of the lyrics:

"My motivations unresolved
Things are just never what they seem
Apathy's currencies deceit
Pitch bending radiated dreams"

If I'm not mistaken, the line "Apathy's currencies deceit" could refer to the materialism of our consumerist society leading us all into apathy, just as it does, and "things are just never what they seem," talking about the ignorance we live in.

"Pitch bending radiated dreams" could speak of how close we are to nuclear war that some people are even dreaming about it; the pitch bending could refer to how a nuclear blast is silent, but distorts all other sound, and radiated dreams obviously referring to the radiation.

Then it seems to continue this thought with:

"The jackal's wishing well forgotten
Dark cloud sunrise
The view of someone somewhere else is
Burnt in my eyes"

"The Jackal's wishing well forgotten," would refer to the Jackals of our society; aka those that exploit others, such as corrupt politicians the deceive and steal for the sake of power and money. Their wishing well is the nation in which they rule, and if the nation is reduced to a nuclear wasteland, it would become forgotten.

Whereas "dark cloud sunrise" would refer to the intense brightness of a nuclear blast; of course the nuclear explosion is a giant mushroom cloud, but even during the day, an explosion is so bright and close that it blocks out all other light; including the sun, making it look like a sunrise of dark clouds.

The lines "The view of someone somewhere else is/Burnt in my eyes" emphasizes this point, as the radiation in all waveforms of a nuke is so powerful that during the Hiroshima and Nagasaki blasts, actual shadows of people were permanently imprinted, or burned, into the ground. In this case, the figure of someone in the sight of the speaker would be burned into his eyes, although this would only last for less than one second because it is likely that at a distance close enough for such to happen, the speaker would be vaporized - literally.

"How long - dug up remains"

This might refer to asking how long before a future excavation in which the remains would be dug up finally underneath the fallout and erosion.

The rest of the song continues to criticize the society that was destroyed.

"We kill everything that's not tied down" This finally reemphasizes the fact that we simply kill everything.

That's about as much as I can think of.

I at first thought it was about oppressive police, then I started to think it was about either 1984 society or Communism too (all the same thing, right?), but then the lines "You're not supposed to question faith/But how do you except this fate?" kind of make me think the song is about blind faith in organized religion, or maybe the Catholic Church in the Middle Ages.

While it may not be the intended meaning, to me, this song sounds like an Anarchist anthem. The lyrics in the song seem to be as if it were the things going through an Anarchist's head, or the things he/she was thinking, as he/she was being tortured by the government or something, and then the person eventually dies from it.

The last few lines seem to question the way society runs, like talking about that our society kills everything but leaves the low lives alive, experiments on animals in the cruelest ways to treat the sick and dying, but in the end it seems to question the morality of torture, and why it goes on.

Nine Inch Nails – Right Where It Belongs Lyrics 18 years ago
There are several meanings to this song. One I haven't seen posted yet could be that perhaps Trent is supposing the philosophical perspective, namely Idealism, that the world around you doesn't even exist.

"See the animal in his cage that you built,
Are you sure what side you're on?
Better not look him too closely in the eye,
Are you sure what side of the glass you are on?"

This questions the audience, supposing that perhaps they are placing themselves in a cage. Saying that perhaps they are locking themselves up away from their freedom with an elaborate dream, etc.

"See the safety of the life you have built
Everything where it belongs"

This could be meaning to say that a person has built a life to escape whatever void etc. surrounds them, or that a person has gone insane and is dreaming a world, or coma patient creates a world in his or her head to hide from the injuries they have sustained. Perhaps people in Persistent Vegetative States create entire worlds in their heads? Evidence shows there can be intense brain activity, it's just that they are separated from reality (which reality separation is another good meaning to the song).

"Feel the hollowness inside of your heart
And it's all, right where it belongs"

This could describe a deep loneliness the person knows they have but refuses to admit.

"What if everything around you,
Isn't quite as it seems?
What if all the world you think you know,
Is an elaborate dream?"

This lyric obviously could be posing the question to the audience of whether or not reality even exists (b/c you can't actually prove it; it's a matter of faith).

"And if you look at your reflection,
Is that all you want to be?"

This might hint that perhaps there is more "out there."

"What if you could look right through the cracks,
Would you find yourself, find yourself afraid to see?"

This points out that even if the audience could realize their entire life and experiences have been nothing but lies, the person listening would probably be afraid to realize that is true.

"What if all the worlds inside of your head,
Just creations of your own?
Your devils and your Gods, all the living and the dead
And you really are alone?"

Again posing the question if reality is self-created or not.

"You could live in this illusion
You can choose to believe"

This states that if a person were in such a state, they could believe in the illusion if that's what they wanted.

"You keep looking but you can't find the words"

This means the words to retaliate...as if the person were hiding from a reality in which there was no reality.

"Now you're hiding in the trees"

And then the person hides...not literally in the trees, but meaning to lock themselves up where they cannot be seen and pointed out.

But I have seen a lot of great interpretations, and haven't seen this one, so decided to point it out.

It is slightly shallow of an interpretation, but not EVERY song has to be so insanely deep. It's like, when a person overcomplicates a simple math problem on a test and ends up getting it wrong because they're in advanced math and refuse to believe that anyone might possibly put a simple problem on an advanced math test.
