I think the song could go two ways:
the guy is cheated on by the girl(current).
OR
the guy cheats on the girl.

I originally had the impression that the girl cheats on the guy because
"As she hunted for her keys
She said she never envisioned
Him the type of person capable of such deceit" sounds like she was out one night he had said he wouldn't be home, in order to catch her doing something (maybe bringing another guy home). He would do this because he was cheated on in the past and is paranoid.

But this wouldn't satisfy the continuing of the relationship. Wouldn't he break it off if he had been cheated on?

The 2nd interpretation I got from previous posts. Maybe he cheated on her because he thought she was also cheating, to spite her. But she really wasn't doing anything. Despite that the girl wants to try to make it work, and he certainly won't break it off either. So they carry on like long division, the relationship isn't satisfying, but they're stubborn.

Neither interpretation seems right to me though. :(
Also, the snowing TV is probably a TV without an antenna, you they just play static. This might mean it was late at night (hence, the hour she arrived) or the place is in disarray, like he had a tantrum or broke some furniture.

Well I'm a little apprehensive of assuming the following is right, because I always listen to The Mars Volta, and their songs deal with religion, but w/e:

the narrator is God talking to humanity (his son)
But the twist in this song is that he allowed us to go awry by giving us free will

"You think they know us now?
Wait 'til the stars come out."
is sort of different. The voice changes to religion as a whole (God,people, leaders,ect) and is suggesting the situation will get worse.

the fire imagery (clouds, molten sky) symbolize the state of humanity, it's in hell or disarray.

'Thats all and that's alright' means you brought it upon yourself (free will)

something along those lines, but I doubt it because I don't recall any of their songs dealing with this theme.

Interpol is originally from NY. The whole 'west coast' thing may be something made up to establish that this girl is very much apart from him now (probably an ex as stated by electriceel01), or a real girl he met on tour or something.

'Oh and move heaven behind those eyes...' either he's allowing this girl to cause him to lose sight of heaven (aka sin), or simply the singer wanted to add something to round out the verse, in which case her eyes are at least equal in value to heaven.

He must have at one point loved this girl, or really hated her, because he breaks his resolution and his 'heart swings'.

The title is similar to interpol's 'c'mere' which is a play on the words 'come here'. It may simply be something creative to play on the 'heimlich manuever'. Which is sort of an unsolicited kiss. (I remember a movie in which a kid fakes drowning to have a hot lifegaurd perform this on him, he may be using the same one-sided selfish trickery to gain sex)

'Heinrich Maneuver' also sounds alot like a tactic lol.

To me 'You wear those shoes like a dove' suggests she's the prey to his 'Heinrich Maneuver'.

He asks a general question 'How are things on the West Coast?' then switches over to 'Hear you movin' real fine tonight' which sounds like he's quickly changing the topic to more intresting things to him (getting laid).

'But I don't want to take your heart
And I don't want a piece of history
No I don't want to read your thoughts anymore'
He doesn't want to talk anymore (just sex) ;)

'My God...' (lust)
