I think its a song about people who really enjoy doing something, and are really good at it, but their peers think that it is not appropriate or right for them to do that something and try and stop them. Through the song the writer seperates himself from the others trying to stop him. The line "If you want to have a good time, Just give me a call" seems to indicate he seems to be somewhat distanced from his doubters. The protagonist also seems to have an air of confidence, perhaps overconfidence and could be pushing the boundaries to do what he enjoys doing, justifing the pleas to stop.

I have no doubt the song is actually about the bands break-up but it seems to me its song about depression (yes yes, around here someone says every song is about depression). But the metaphor of rain on a sunny day sortof sums up depression, no matter how good a day is it just seems to be bad. I think the actualy song is about, a person admitting to his friend that he has depression. "I want to know, Have you ever seen the rain, Comin' down on a sunny day?" is like saying 'Do you ever have those days where no matter what happens you are sad?'. Instead of explaining how it feels he is trying to make the friend remember how it feels so the friend knows the suffering.

This song is just another one of those "Listen, I'm sorry lets not blame each other and rebuild this relationship" songs. The song sounds so pure and emotional when Groban sings it which gives it an extra depth. He captures the scene well with the simple but symbolic metaphors and similes.
