alright, so people seem to miss the point on this one. It was recorded before he died, obviously. The plane he was in while on tour crashed into a lake, and while the search was going on, the song was mixed. It was then released posthumously.

As for the song itself, it's a protest song. "ten people telling me what to do" is the draft board, the government, and even the organized protesters trying to get him to live as they want him to. However, he is just "sittin' on the dock of the bay, wasting time."
