Second The idea who's time has come... means that its an idea that is tossed around but NOW "Everyone's doing it; so it's hip now to Do it :) since everyone is doing it ; the media leaps on it and makes a big deal of doing it :)
so since the media says it's ok to do it ... then it's the right thing to do :)

The phrase Kick when they are up/ down means.. When someone is a hero.. you do everything to bring them down... when they are down you STILL keep after them you beat them up more and humiliate them more..
