The verses are obviously about his love leaving him all alone. The chorus seems to be about being in denial that he's alone and he's watching the sunset and possibly seeing other people's silhouettes on a building, possibly a happy couple on a date or something. "everyone here make believe" is referring to his current situation and if it's really real. God responds by saying that he needs to ask himself if it's what he will let happen. The "deafening silence" is the lack of her voice in his life which kills him. In the bridge he just wants her back so bad. He's basically begging her to stay with him.

I think it's about a guy that lost his love to death, which is why he's "dressed up from head to toe" for a funeral.

He's standing in his house looking out the window and seeing it weeping with him.

She's gone to heaven and is listening from the outside of his home.

"I wish that the sun would come and stay" is him wanting to stop crying and be happy that she's in a better place. "but this is a song for rainy days" is showing that he needs to cry today.

"let's go dance around in the rain
don't pay any attention to the people staring from inside
we'll leave all our cares behind" is him going out into the rain and feeling her tears of missing him touch him as a comfort and recollecting memories with her (possibly in the rain).

"and I know once the clouds shed their tears
I know that I'll be okay
I know that I'll be okay" is showing how he's accepting what has happened and he knows she's in a better place

"even if the rain always wins
and forces my eyes shut, to dream of
I'll still dream of brighter days" - the rain will always come and put him to sleep but he's still optimistic about his future without her.
