i think this song puts the band in a hypothetical situation (aka the crimean war) to explain that dying for your country isn't always the right thing to do, and they use the poetic latin phrase in the end sarcastcally, to address that matter.

for example:
1. the first four lines address some Russian's view on the cold war today
2. the next three lines address how Russia stands with what it considers it's allies and at the same time sells weapons to unknown people from other countries who it considers "strangers" (if you ever notice the Taliban and other groups are often using weapons with Russian names)
3.the next two lines could be addressing the way the Russian government considers other third-world countries to be in fear of them, even though the governemnt isn't very talkative about them
4. the next three lines address Russia's geographical situation in which world power's forces need to "creep by" Russia so that they aren't criticized by the Russian government for border violations
5."Still don't let me sin" is an idealogy that Russia can survive as a huge country without falling apart and doing the wrong thing morally

It may seem like a stretch, but i think this song may be about the economy and history of Russia/The Soviet Union, and the song gives you a first-person POV of Russia as a person
