My idea of the song was that he's talking about how he wants a 'good' (ie. someone who cares about the everyman) politician to come around.

He's not looking for a 'new England' (ie. a massive overhaul), but he's looking for 'another girl' (another politician).

By 'pushing prams' he means they've already found new opinions, or even the people he used to like have sold out.

"I loved the words you wrote to me

He's talking here about old (broken) promises, and the ocassional good thing in a sea of... er, bad stuff to get people to like them briefly to win elections.
