I haven't read the other comments here, so this might be said already..
I think that, maybe, it's about (directed) to Blair(/Bush, but I think it’s directed more to Blair, because “you have tried your best to please everyone” I think it makes more sense to direct that at Blair, I explain why later on) ,I’m not sure, though, And the position he's taken towards the Iraq war.. this seems to be a common theme in Yorke's songs (and with theme I mean politics)

when you project what I said earlier (about Blair) on the song it could mean 'you've made a mistake (crooked) you can't right, that's the price you've got to pay. Do yourself a favour and leave, maybe even sack yourself (pack your bags, buy a ticket, get on the train) '

' People get crushed like biscuit crumbs And lay down in the bed you made. You have tried your best to please everyone, but it just isn't happening.’
Soldiers in Iraq are getting killed (like biscuit crumbs) and die, lay down in the grave you dug. (lay down in the bed you made) Blair tried his best to do so (please everyone) by being on Bush’s side with the war, but also trying to please his country/ the EU. But it’s just not happening.

By trying to please everyone , Blaire has made a big mistake, but he did not foresee this (blind spot) and that should be obvious, but to Blaire, apparently, it’s not.

‘Cause I'm right here and I'm today (or maybe it’s ‘right here, now, today’ I don’t know). With your fingers you can touch me’
You can’t undo what is done, you can only ‘crush yourself’ and ‘walk away’ from it all (walk away, maybe quit) or it could mean that instead of Blair trying to fix what he did he just turned his back to it all. ‘Cause we live now, today, Blair should do something about it now, today.

‘I'm your black swan, black swan. But I made it to the top, made it to the top. This is fucked up, fucked up.’
Maybe black swan means something like black sheep, or whatever. I’m not completely sure about that part.. But, anyway, everything that’s happened is just fucked up, and well, we all know it is. The whole war has been an effing waste of effing time, lives, and whatnot. It has just gone too far, and too out of control.

So, basically, I have no idea if what I just said/wrote makes any sense.. I’m Dutch so I don’t know a lot about English and American politics, and I’m not entirely sure if it all happened the way I described it. One can only hope:)

actually, I'm pretty damn sure that the english translation isn't completely correct..

Chorus:
The stairways up to la butte
Can make the wreched sigh
While windmill wings of the moulin
shelter you and I

that last bit, it's just wrong. i know Rufus Wainwright sings it that way, but that's just to make it rhyme. accurate translations are

the stairways from 'la butte'
are hard on those who are miserable.
the wings of the windmales
protect those in love..

and there are some other flaws, but in general it's a pretty good translation. maybe, when i've got time, i'll translate the whole thing. maybe. and yes, Rufus sings a few thing different, and again, i'll try to sort it out some other time.
