I think this song tells of a person who is usualy the one that listens, gives advice and comforts others ("I've always been the tower"). Now that she's in need of some of that herself she either can't articulate it or just has nobody to talk to about herself, feeling alone ("But now I feel like I'm the flower, trying to bloom in snow").

According to Vienna, she wrote this song when she had writers block. So she wrote about how farmers might feel in the dry season when the rain won't come as a metaphor for how she felt.
But as usual with her songs, there are still many interpretations that work, independant of what she (probably) had in mind as she wrote it...
For me personally it's about finding yourself in a place in your life where you don't know where you're gonna go (either literally or in terms of a relationship), but there's still the inexplicable hope lingering in the back of your head.
