i believe it refers to people looking for a savior; in politics or perhaps religion; a savior they won't find. the lyrics:
"A self-fulfilling prophecy of endless possibilty"
"The one you're looking for"
"There's no spark, no light in the dark"
people are hopeful, waiting for someone else to come save them from the problems on earth. he doesn't believe the "savior" will come - we have to accomplish something ourselves.
as far as all the debate on "like candles in the city, they never looked so pretty, by power cuts and blackouts - sleeping like babies."
he's used the imagery of power cuts, blackouts - before, in radiohead music. he says this lyric simply refers to a time in london when there was a power outage, and he saw candles in all the windows - he said it was like stepping back in time and he found it very moving and beautiful. he's very wary of technology and modernization - this is just a reference to that.

in an interview thom yorke did for a charity cause he was involved in, he said that tibet was the spiritual center of the world and america was the "roman empire." take into account his pension for noam chomsky - who is very against america as the "world power" and is against any country having control of the world - and it seems very clear. i don't believe many of thom's lyrics apply to america - but i believe this one does. he's lobbying the listener to stand up against a country attempting to rule the world.
