I think it's about a guy who met a girl and they ended up hooking up, but he knows that they can't be together.

"And the buildings shade the masquerade and kill time"
Maybe he feels like he wasn't honest with her.

"Here we're nothing more than fools and whores and sad highs
Through the summer sand, we're living in
We're living in the wasteland"
They're just another two people running into each other on their trip through life and are bound to just brush it off and move on.

His come-and-go lifestyle is a "wasteland" because nothing is precious because of it. The "sad high" could be sex, drugs, or another vice. (I think it's sex).

Just my thoughts.

I think it's a song about a couple that's in a fight or just had one.

He's at a bar drinking it off, but he knows last call is coming and it's sorta metaphorical for the one chance he has to make it right again ("Because it won't fall too much more this year").

The New York, L.A. repetition is a bit confusing though. Could be a hint at how things are the same on both sides (good and bad?).
