Coming from someone who has smoked a lot of weed in her day and consequently tends to see weed references pretty much everywhere I can honestly say I don't think this song has any references to it... and even it does it definitely doesn't feel like weed is meant to be the overarching theme of the song.

Well...
Uncle Albert was a real uncle of McCartney's who would quote and read from the Bible when he got drunk. The only time he read from the Bible was when he was drinking.
The song was written by McCartney just as The Beatles were breaking up.
Dr. Robert was a song by the Beatles about the Dr. Robert who was famous for supplying celebrities will drugs (as stated above).
Because of both of these facts and the mentioning of the "white lines" I find it difficult to believe that this song is merely about writing. I believe the song has double-meaning. The first glaringly obvious meaning is the affects of substance ("you don't even have good credit" "doctor robert" "uncle albert" "white lines") and the second more subtle underlying message is I feel a disucssion of writers block.
