I too agree that the concept is probably correct, but the location is off. Most likely he would be singing about is home, and the history he has grown up with. The UK or Britain specifically has gone through alot of heartache in its very long history.

However, the hard times of the 1930's up to WWII, that countries like the US and Canada went through is an accurate way to interpret this song. I doubt Mumford was trying to exclude anyone geographically. He was just singing about the tragic history of this man, and the choices that he made, and the decisions that were inflicted upon him by others.

I may be looking to deep into this, but it seems like a tree-like analogy to me about growing up.

You know you have to move on and grow, and you want to be something amazing and grand, but in the end everyone "falls" or passes on. It may also be about watching someone else who has grown "tall", and seen them fall away from you. Afterwards, you realize you have the same fate ahead of you, and that's life.

I agree with alot of your theories. The "I could do most anything to you" could be time or even God if you want to come at it from a religious perspective. The other lines are someone or various people going through the human conditions of war, death, etc.

The God/time part remains constant throughout with the same eerie line, but the human part evolves. At first they know there is "something that I missed" and is confused, then tragedies happen like war and death, then at the end the person recognizes the finality of life: “A clock is ticking, but it's hidden far away; Safe and sound”, as well as understanding the God/time voice that was there all along.
