I agree (if the lyrics are correct) that this is about a guy cheating on his girl with another guy. But, I don't think we are hearing anything from the guy. The parts of the song in first/second person are either her or her friend except for the chorus. I think "Where the white boys dance" means a club/bar/scene where __she__ can find a one night stand to get some revenge/comfort for her situation. Her girlfriend is saying how they are going to change somebodies world or more likely rock somebodies world (one night stand).
