Along the lines of what crimson said, the speaker tries to evoke pity and guilt from a woman to gain her affection. (He refers to her making him cry, he claims or threatens to slit his wrists, and then goes on to say "Who's sorry now?" as in she is paying for refusing to love him.) The character speaking comes off as weak but also conniving. That's why Billy says it's a passive-aggressive song. |

I'm pretty sure the words go "you say I'm lucky/we all know it's in the cards" which means the speaker is saying he was really destined for success. |
