This song is definately about race relations. IsmAvatar has it right, it's about slaves and how they were freed into a world in which they were hated. I think the "brown or white or black" part makes the song appliable to more than one race.

I aways figured it's about a guy and a girl who like each other and want to get together in a fairy-tale type of relationship, and "what is and what should never be" is uncertainty or other factors preventing anything from happening.

I forgot to mention that this is my favorite song of all time. With powerful music and perfect lyrics, I just can't get tired of it...all 23 minutes of it.

Judging on looking at the words and reading a quote form Roger Waters, I think the song is just talking about how we're all here and should be decent to each other. It talks about how we all evolved the same way and about one person helping out another.

Here's the quote (from Rolling Stone): Waters was trying to describe "The potential that human beings have for recognizing each other's humanity and responding to it, with empathy rather than antipathy."
