This song is definately about race relations. IsmAvatar has it right, it's about slaves and how they were freed into a world in which they were hated. I think the "brown or white or black" part makes the song appliable to more than one race. |

I aways figured it's about a guy and a girl who like each other and want to get together in a fairy-tale type of relationship, and "what is and what should never be" is uncertainty or other factors preventing anything from happening. |

Judging on looking at the words and reading a quote form Roger Waters, I think the song is just talking about how we're all here and should be decent to each other. It talks about how we all evolved the same way and about one person helping out another.
