For me, this seems to be about dealing with grief rather than the concept of evil enduring while good suffers and dies. A tragedy takes away a good person - a friend, a hero, whoever - and the singer questions why something like that has to happen. They can't find comfort in "Shangri-La" or the "teachings of Christ", and so can't make sense of the death. It seems like they'll be lost without that person.

However, there are still memories. Even if it doesn't make sense that the angels - the truly good people - have to die, the singer's memories of them will still exist and can still be a guide. The candles will forever burn to honor them; the melodies will still play; a moonbeam will lead the singer along the path so that they aren't lost and won't always remain in ignorance. Their death doesn't have to be in vain and can give strength to the singer to encourage them to continue to live and love.

"For each man in his time is Cain"

Cain was a figure in the Bible - he killed his brother Abel, thus committing the first murder. As punishment, he was sentenced to wander the world as an outcast, presumably forever alone and unloved. The lyrics speak of a man cursed in the way Cain is - wandering the world alone - but then finding love he never thought he'd have.
