GoldenEye was Pierce Brosnan's first film as James Bond. He was the hot favourite for the role in 1986 after Roger Moore retired, and was offered the role, but contractual obligations to the Remington Steele TV series prevented him from starring in The Living Daylights. Timothy Dalton instead became Bond.
Cut to 1995. Dalton has retired from the Bond movies after legal wranglings had delayed the series for 9 years. Brosnan got another chance to play Bond.
This song references Brosnan's near miss in 1986 ("You’ll never know how it feels to be the one who’s left behind", "You’ll never know how it feels to get so close and be denied"), his eventual succession to the role ("But now my time has come and time, time is not on your side"), and the well-publicised fact that the first film Brosnan ever saw was 'Goldfinger' when he was 11 ("You’ll never know how I watched you from the shadows as a child").
