It's about the conflicting feelings of watching a friend burn out and die from addiction. Loving someone more than they love themselves and having to watch them self destruct and destroy/manipulate/fuck over people around them again and again. The exhausted "what the hell just happened" that follows in the aftermath of a death you saw coming a million miles away and couldn't do a thing to stop, no matter how hard you were pulling on that handbrake. You're so jaded and exhausted that all you can really say is "well, it's over now. I took all I could take."

At one point in time it was very, very common for nurses and nannies to quiet the children with morphine, and it wasn't uncommon for a nurse to accidentally give them too much and put the baby to sleep forever.

"honey in the rock and the sugar don't stop" probably refers to the fact that at a certain point in time, babies without a mother to nurse (momma's gone away and your daddy's gone to stay) were not likely to survive. A lot of families could afford to hire a wet nurse, but slaves obviously were not in that number. A baby with no mother and no money for a wet nurse would be given sugar water or some other substance, possibly with a little morphine or alcohol mixed in. The sugar water would fill their stomach and make them more stop crying from hunger (go to sleep, little baby), but it gave them no nutrition.

She's being torn in two different directions. Her heart wants to stay in that "bad place" (unhealthy relationship, ect, just fill in the blank with any bad situation) but she wants to move on. Because of the position she put herself in, she is emotionally invested now and can't let go of it, even though she would desperately like to.

But more interestingly, 4th, 5th, sixth, that whole area is lower-class lawyer's offices. The courthouse used to be here, but they moved it because the old building was falling apart.
