I think the "garden home" is some kind of delusion or drug-induced hallucination. He "believes" in it; this can be interpreted three ways. First, he believes it literally exists. Second, he places his trust in it; he believes it will bring him happiness and fulfillment. Third, both the first and second options.
The "chemicals" he needs "to make it grow" may be drugs, either ellicit or medical. Maybe the speaker is a psychiatric patient 1) whose medications are actually worsening his condition // or 2) whose so-called medications are actually the cause of his problems // 3) who has been put into a delusional stupor by medication: he is "in his own little world"

It's about unrequited love. The beloved's eye is caught by shallow and meaningless things (be it material things, or superficial characteristics of men other than the speaker) and she is caught up in an intense longing for them("I watched you float away on a wave of want and misery/I watched you float away on, whatever caught your eye"). The lover has to find her ("Now I've gotta find you") so he can keep her from being caught up in the things that caught her eye ("I've gotta keep your head above the water"). Drowning and being "pulled under" symbolize falling in love; in trying to keep the beloved from falling in love with meaningless things, the lover falls in love with the beloved ("while the current pulls me under"). In the next line ("I will hang my life and stretch between the noose and your neck, and I won't let you die just yet") the same general idea is put forward, with the lover sacrificing himself in an attempt to save her: he tries to save her by loving her.
The lover continues to love the beloved, even when the beloved does not care ("I will love you even when you won't let me"). At the same time, the lover is devastated by the way the beloved will not reciprocate his love. "The nothing that kills" is the beloved's lack of love for the lover: it is literally nothing, and it kills him. The beloved per se does not kill him ("I know it's not you my dear, I know it's not you"), her lack of recriprocation does.
In the next bit, the lover realizes he cannot save the beloved from her shallow desires("I can't save you"), as he cannot control her will ("control is something out of mine"; "control is something out of my control").
Even though the beloved may not love the lover as he loves her, he continues to love her ("I can't save you, but I will love you"). He loves her in a way that looks past her faults and is willing to forgive completely("lost in second chances without end"). He has found "romance".
To sum it up, "Want and Misery" is the desire for something, especially something that is hard, if not impossible, to attain or acquire. The beloved wants the things that caught her eye, while the lover wants the love of the beloved.
The entire song may be an allegory of God's love for humanity. |

I've read that the seven swans are supposed to be symbolic of the seven sacraments of the Holy Spirit.
