Wow. You people are amazing. The phrase "Well, if you told me you were drowning, I would not lend a hand" means that actually nobody is drowning. It just means that the author despises the person that he is adressing. I also don't think he's addressing somebody he's close to. Whatever bad thing happened, it happened the first time they met. But, perhaps he wasn't a total stranger and the author recognized him/her ("I've seen your face before, my friend. But I don't know if you know who I am") Since the event happened the first time they met, the author doesn't know if the other person knows him. Also, the other person thinks that he/she got away with the evil act ("So you can wipe off the grin, I know where you've been."). He/she possibly forgot that the author saw him/her commit this evil act. At this moment, the author feels that that the other person will soon get what he/she deserves. If this is tied in any way to his divorce, it could be about a guy (possibly married himself and thus keeping his silence) who was having an affair with Phil's wife. |

| This song describes an outcast ("they didn't know him"), well-meaning ("He never meant to do anything wrong") character probably being wrongly ("You know that I am on your side") accused by the society for an act they consider "wrong." This has been going on for a while ("It's gonna get worse if he waits too long"), and in all likelihood it's going to end badly for him ("Oh Billy, you better, you better, you better run for your life"). It is probably about a crime for which he's the primary suspect, and he flees jurisdiction the night the cops came to take him into custody. I haven't seen the video. | |
