The song may be speaking to a situation in which she has to leave a person who she cares about. She knows that she must leave, but she wishes she could be like a kite, flying off above but forever tied to that person.

Also, apparently the main character, Stephen, of James Joyce's _Ulysses_ was afraid of dogs and thunder. I've never read the book, but perhaps someone who has would be able to make a connection there. The words "dogs and thunder" are such a unique combination that the similarity is hard to go unnoticed.

So, what I wonder about this song is who dies? It is a 16-year-old person who commits suicide? Or is a 16-year old dog? If it's her dog, it seems that she's the one who shoots it... intentionally perhaps because it was suffering? Then she goes to talk to her ex who owned the dog with her, but he doesn't care nor take the time to talk to her. The death of the dog causes her to reminisce on the days when she was happy with her ex and the dog was alive and healthy.
