Prime Time Deliverance contains multiple stories. the overlying theme is television, and how it blends seamlessly fact and fiction. news reports blend into soap operas blend into game shows blend into sitcoms.

the girl committing suicide heavily references Good's short story "How Debbie Parks drowned in cherry Jell-O". the story deals with the trivialness of life and how pointless death can be. this basically fills the "fiction" part of Prime Time Deliverance. it adds a lot of drama and emotion to the song, while the "fact" parts about the C.I.A. and criminal investigations make the song seem more grounded in reality.

i have very little doubt about the above statements because they have been backed up by evidence in Good's book ("At Last There Is Nothing Left To Say") and in interviews with Good. the following is my own speculation.

Prime Time Deliverance doesn't really preach about the evils of television, but merely portrays some aspects of it in a vivid and realistic manner. the drama with the drugs and death aren't a result of TV, merely what's on TV.

and yes, it's an amazing song. my favourite, i'd say.

the song is essentially a political essay written in verse - matt good explores the advantages and disadvantages of being/owning a weapon, and deals with issues of corruption, evil, and power. think of the phrase "weapons are okay as long as we are the only ones with them" and you're on the right track.
