Here's what I think it means....

"Our mother shoulda just named you Laika!":
Laika is a Russian word meaning "Barker" and was also the name of a Russian dog sent into space with no hope of coming back

Come on Alex, you can do it.
"Come on Alex, there's nothin' to it.
If you want somethin' don't ask for nothin,
if you want nothin' don't ask for somethin'!":
Alex continues to argue with his parents and snap back over everything, which is why he should have been named Laika (barker)

"It's for your own good,
it's for the neighborhood!":
His arguing and troublemaking is destroying his family and the neighborhood

"When daddy comes home you always start a fight,
so the neighbors can dance in the police disco lights.
The police disco lights.
Now the neighbors can dance!
Look at 'em dance."

Alex and his dad end up fighting (literally) and the police need to be called to arrest Alex.

So basically Alexander is a troublemaker who's arguing is tearing apart the neighborhood. Alex's father comes home one day and they immediatly begin arguing. The police are called to take Alex away and the neighborhood celebrates while he is taken away in a police car.
