I think this song is about hatred. I think the man who " speaks in maths" and "buzzes like a fridge" is someone with a mental disability and that the girl with the "hitler hairdo" is a lesbian. He's talking about how easy it is to get caught up in hating other people. When he says "phew, for a minute there I lost myself" he realizes that what he is doing is wrong and that he got caught up in the evil of it all. He realizes that he (and obviously many others) are part of this vicious cycle of hatred and karma. He knows that all of these cruel people will get what they deserve. Maybe he knows that being hated just makes them hate more. "Karma Police, I'm giving all I can, it's not enough. I'm giving all I can, but we're still on the payroll," He knows that this horrible cycle will continue unless something happens to stop it. He tries to be the one to do so by being a good person, but he's still on the "payroll" (meaning that he still is getting payback for things he's done.) Overall, this song is heartbreakingly sad because he realizes that the world is pretty much is a hopeless situation.
