I think the song is about falling for someone (and wanting so much to express it)...
Calling 911 here is just used to indicate that the man has been shot (maybe by cupid's arrow) and that he's finally falling.
And that the alleged assailant is 5 foot 1 (generally a woman's height) which is pictured in the song as mary j. The man is head over heels that the he thinks that woman shot him 'through his soul".

This song definitely tells of the story of how two people met. And since the guy is too busy while the girl is left at school, the guy begins to suspect that the girl is fooling around. The girl tries to explain that she isnt doing anything wrong...
