This song is about a person who is privately struggling with surviving in this world. Everyone around the person thinks that things are ok for them, but inside the person is emotionally drowning. The "I'll be waving my hand, watching you drown, watching you scream" is a reference to Stevie Smith's poem 'Not Waving, But Drowning', which is written on the same themes.
