Well I'll throw out my first impression of the lyrics and maybe somebody else can help figure out what he might be talking about:

I'm not sure why he's talking about the water, maybe it relates to the fish stone somehow, but it seems like he's talking about the things in life that make you happy.

"What the waters wants is hurricanes"
Hurricanes could be a metaphor excitement...

"and sailboats to ride on its back."
Sailboats make me think of children which is reinforced by the "ride on its back".

"What the water wants is sun kiss,"
Laying around in the sun is fun but more than the kiss suggests love and affection.

and land to run into and back."
Just like we run into the sea and back the sea does the same to land.

"I have a fish stone burning my elbow
reminding me to know that I'm glad"
If you're truly glad you shouldn't need to be reminded. Not to mention "burning" doesn't seem like a happy sensation. These lines seem to suggest he isn't happy.

"that I have a bottle filled with my own teeth.
They fell out like a tear in the bag."
Not really sure what this is about. Again doesn't convey a happy feeling.

"And I have a sister somwhere in Detroit."
The fact he knows he has a sister "somewhere" in Detroit suggests they're not close

"She has black hair and small hands."
The physical description is one a stranger could give. He doesn't describe her in personal terms at all again suggesting they're not close.

"And I have a kettle drum.
I'll hit the earth with you."
You strike the stretched leather on a kettle drum to play it so I'm not sure why he's talking about the earth. "I'll hit the earth with you" sounds almost angry or frustrated to me.

"And I will crochet you a hat."
I'm not sure who "you" is but obviously making a gift for the person shows its someone he cares about. Maybe "you" is his sister (the song is called Sister) and he's hoping to (re)connect with her?

"And I have a red kite;
I'll put you right in it.
I'll show you the sky."
I'll show you the sky suggests he wants to show "you" something beautiful. It's obviously someone he cares about.

So at the risk of being the guy that thinks everything is about world leaders and war... I'm going to agree with Diamond Bollocks and say my best guess is the song is about our leaders and war.

My best guesses:
He's calling some leaders hungry ghosts because they have an insatiable thirst for power just like the hungry ghosts he described are always hungry and thirsty
"So I got a fist / So I got a plan" points to war.
Hunters and kings sounds like power hungry world leaders as Diamond points out.
Talk of new plans for the people and tricking people etc..
Digger of holes in the land == bombs? Not sure on that one.

I got curious as to why the title was a date. Turns out Sept 7, 2003 was the day Warren Zevon died. Coupled with lyrics like:

Yeah, baby, I do believe I'll never see your face again.
Oh baby, I got something to tell you.
These awful people don't know me as well as you do.

I think that adds an extra dimension to the song

Some possible lyrical corrections.

I like "scent of skin" as lyrics too but if you listen there's definitely a "ck" sound at the end. Sounds like "sack of skin".

Last verse:

No offense to Fevers et Mirrors but your comment didn't add anything to the discussion of the meaning of the song. Of course anyone that isn't Ted Leo is just guessing what the song means based on knowledge and a few assumptions. I don't see the point of saying "You're wrong" without offering an alternative interpretation.

As for my part I liked Fionar2001's interpretation but I thought the "All the bourgeois social angels" at the end are those around you saying "don't be anorexic" who don't understand what it's like. But the models/actresses thing sounds good too after reading your description so who knows.

Although I guess the whole album has quite a theme of predatory women so I guess it's probably about women in general.

I don't think it's necessarily about the predatory nature of women. In general men really are more predatory. I like to think he's talking about a specific "lioness" and it's more a comment on her than all of women.

You missed a couple lines of lyrics. I copied the line before and after so you know where I'm talking about in the lyrics:

As for song meaning I don't have a great explaination but I'll give it a shot since nobody else did.

It's obviously about a failed relationship. He starts off by saying he's not leaving though because he'd just do the same thing in another relationship. When he talks about that "house of his" I'm guessing "his" means love. So they built up a love but now that it's gone and he (her too?) cheats on her:
"And when he's not home. Someone else you know always is "
I'm not sure what the Heaven business is. Not sure about the night business too much either. I'm guessing by the time it gets to:
"How there's really no difference in who he was once And who he's become"
It's back to refering to love but I could obviously be wrong. The rest is fairly straightforward. I *love* when he just keep singing "just be simple again" at the end.
