It's mainly about the environment, but he also makes allusion to european imperialism:

"Hands all over Western culture
Ruffling feathers and turning eagles into vultures"

Eagles -> The west was inhabited by noble, nature-conscious people. The nobility and grace of the eagle (a now endangered species) essentially represents the state of the Americas prior to colonisation.
Vultures -> The colonists brought capitalism and greed with them, corrupting the west. The fact the the bald eagle is an American icon adds irony to these lyrics.

"In a striking motion trees fall down
Like dying soldiers"

Another reference to colonialism and the wars that occured during those times.

I find the contrast between the poetic lyics and vulgar title a bit humorous. I wonder what woman could have prompted him to write so vehemently about a person.

Indeed a fantastic b-side, his voice is really outstanding in this song.

I think the song is about blind faith. The "blind dogs" in this song represent people who disregard reason in favour of illogical personal beliefs. Although Cornell makes reference to religion ("The safe bet is on your knees, Bow your head to the Trinity"), I think the song applies to people in general, and that you should keep an open mind to different ideas.

"Suffer to swim and dying to sink
These things in the air
They will make you think"

This makes the song in my opinion. It really drives home the point of keeping an open mind.
