I think this song is about wanting to escape reality and just completely letting go (in Josh Homme's case that would be via drugs). The song also expresses the strange feeling of actually wanting to be a nobody and just having no connections, so you could exist in peace. One of my favorite by QOTSA.

One of my friends pointed out to me that this song reminds him of that old Nicalodean (yes I know I butchered that word) show, "Clarissa Tells All". I vaguely remember this but I think it may actually be based on that show, wasn't there that next door neighbor kid that always climbed up to her window ("So to your window I creep")?

A press gang was a group of men hired usually by the government to press men into military service, usually the navy. This was common practice in Great Briton way back in the day, and the press gangs usually ended up being run by criminals who one could bribe to get protection from being pressed into service. In this song it seems that someone got on the wrong side of the press gang and was lynched. This song is one of my favorite by the Devils because of the great mood the organ and lyrics set.
