ok, now i'm fucked up on a lot of drugs right now. I think i found the meaning! It's a love song, like every ween song. The phrase "waving my dick in the wind" is his way of calling attention to himself. He's trying to call so much attention to himself that the chick will see him, and fall back in love with him. With him being "lost in the sauce" that means that the attention he's called to himself has caused an uproar in such a way that the police are now onto him. He's worried about the cops because if they arrest him then he will never get back together with the chick. Jimmy Wilson is his willpower. Now that he's been fucked over by the cops, he feels that he will never be able to get together with the chick.
