"Yeah I’m talking to you" seems to be addressing the person she is with but he is telling him he wants her. At "nighttime" she is free to let go without her current man stopping her, probably dancing, being free etc.
"With eyes that dance around without their clothes" her eyes are naked, he can see how she really feels about him, she keeps looking at him and he is confident he has her in his sights "So buy a pretty dress/Wear it out tonight/For anyone you think could out do me." no matter all the men who will like her, she will want him.
my first thought for winding wheel is a cog in a machine, it powers or aids the machine (him). he is a map that need places of interest added. he needs her to spice him up, make him come alive. “And I’m further north than south” suggests he doesnt feel like he belongs where he is, comparing where he is to where he belongs. needs her to change that.
"If I could shut my mouth she’d probably like this" wants him to stop talking and just dance and let it flow OR that he is being too cocky in the fact that she wants him and he needs to just shush and let her take control.
"Well the children laugh and sing a song that ushers in her driving rain" the children singing along spurs on her energy/passion to dance. "And I’m standing in the station like some old record waiting on a train" hes waiting for her to ‘play’ him again like an old record, simply waiting on her to bring him alive

Well nighttime let her through Yeah I'm talking to you I want to see her Precious little thing
With eyes that dance around without their clothes So buy a pretty dress Wear it out tonight For anyone you think could out do me
Or better still be my winding wheel Cause I feel just like a map Without a single place to go of interest And I'm further north than south
If I could shut my mouth she'd probably like this So buy a pretty dress And wear it out tonight For all the boys you think could out do me Or better still be my winding wheel
Be my winding wheel Well the children laugh and sing a song that ushers in her driving rain
And I'm standing in the station like some old record waiting on a train So buy a pretty dress Wear it out tonight For anyone you think could out do me Or better still be my winding wheel
