I am a commuter. Been one for as long as I can remember. From cabs, fx's, buses, jeepneys, MRTs, LRTs, tricycles, to pedicabs, I've ridden them all. And if there's one thing I hate about my beloved country, it's the terrible traffic situation we have here. Most specifically the lack of discipline of the motorists. Add the futile attempt of traffic enforcers. I don't know if I'm the only one who feels this way but sometimes whenever I'm stuck in traffic, I conclude right away that somewhere, there is a traffic enforcer controlling the flow of traffic.
I was reading CNN when I read this article about a guy in England who was charged 66 pound ($100) plust costs, for taking his pet for a stroll while driving next to him in his car. "Prosecutors said Paul Railton was spotted driving at low speed along a country lane, holding his dog's leash through the car window as the animal trotted alongside." He was "walking" his dog but was too lazy to actually walk with the dog apparently. "He pleaded guilty to not being in proper control of a vehicle." He admitted that, " it was a silly thing to do and there was an element of laziness."
It didn't struck me that the guy's attention was caught by that incident., I'm pretty sure that our mighty law enforcers would have done the same. I wasn't surprised that he was charged on that account. I'm sorry for being so negative but what's running in my head after I read the article is that if this happens in our country the guy could have been let go for P500 or less and it would never reach court anymore. Only in the Philippines, right?
Another thing that strucked me is the fact that aside from the fine he paid, he also received three penalty points on his license and, due to existing points, is now barred from driving for six months. I know that in some countries, especially European countries, the motorists receive penalty points whenever they commit a traffic violation. And they are barred from driving when they reach a certain number of points. Also, before they can drive again they need to take and pass a series of tests, written and practical, before the can drive again. Personally speaking, I can get a driver's license without taking any tests. This is how crappy and corrupt our system is unfortunately.
I'm not expecting for you to go with me here cause you might think this is too much. But what if we have a sysytem like that? What if having that kind of system makes everyone more responsible especially on the road? This is exactly what we need to adopt if we want to save the traffic situation here in our country, specifically here in Manila. Actually, not just traffic, but also the lives that are taken everyday by vehicular accidents here and there. It's disheartening to learn that an individual, or a group of individuals got killed because of some "kaskaserong driver". Laws like this is what we need to immitate, not their shows, nor their movies, nor their fashion. There are far better things than those. When will we ever learn?
